Friends of NCHS Statement on FY23 Omnibus Appropriations Bill
On December 21, the Friends of NCHS released the following statement regarding NCHS funding level in the FY23 Omnibus Appropriations Bill.

The Friends of NCHS Executive Committee praises appropriations leaders for their support of more timely, frequent, and relevant statistics to improve our country’s health and healthcare. We are especially grateful to Representative DeLauro, Senator Murray, Representative Cole, and Senator Blunt, as well as Representatives Castor, Fitzpatrick, and Brown for leading the dear colleague letter in support of NCHS. The $187.4 million in budget authority for NCHS in the FY23 Omnibus Appropriation Bill will help to modernize existing data collection systems, allow the agency to provide more timely and granular data, and reaffirm NCHS’s status as the world’s gold-standard producer of health statistics.

Federal Statistical Agencies see budget increase of 7.8% in FY23 Omnibus Appropriations Bill
Ten of the thirteen federal statistical agencies (3 agencies do not have line items within the bill) in the FY23 Omnibus Appropriations Bill had an average increase of 7.8% in their annual budget. The table below shows the FY22 budget figure along with the amount contained within the bill. Thanks to Steve Pierson at the American Statistical Association for compiling these figures and publishing them online.

Bureau of Economic Analysis (DOC)

  • On December 8, Real GDP by County, 2021 was released. Real gross domestic product (GDP) increased in 2,404 counties, decreased in 691 counties, and was unchanged in 17 counties in 2021. The percent change in real GDP ranged from 81.8 percent in Coke County, TX, to –34.8 percent in Chouteau County, MT.

Bureau of Justice Statistics (DOJ)

  • The Justice Expenditure and Employment Tool (JEET) is now available. JEET can generate expenditure and employment statistics for difference justice categories (Total Justice, Police Protection, Judicial and Legal, Corrections) and different levels of government (National, State, County, City). The JEET will be updated annually with subsequent years and historical data from 1982 onward.
  • On December 13, Female Murder Victims and Victim-Offender Relationship, 2021 was released. Of the estimated 4,970 female victims of murder and nonnegligent manslaughter in 2021, data reported by law enforcement agencies indicate that 34% were killed by an intimate partner. By comparison, about 6% of the 17,970 males murdered that year were victims of intimate partner homicide. Overall, 76% of female murders and 56% of male murders were perpetrated by someone known to the victim. About 16% of female murder victims were killed by a nonintimate family member—parent, grandparent, sibling, in-law, and other family member—compared to 10% of male murder victims.

Bureau of Labor Statistics (DOL)

  • On December 16, the Census of Fatal Occupational Injuries Summary, 2021 was released. There were 5,190 fatal work injuries recorded in the United States in 2021, an 8.9-percent increase from 4,764 in 2020. The fatal work injury rate was 3.6 fatalities per 100,000 full-time equivalent (FTE) workers, up from 3.4 per 100,000 FTE in 2020 and up from the 2019 pre-pandemic rate of 3.5. These data are from the Census of Fatal Occupational Injuries (CFOI).
  • On December 15, Employer Costs for Employee Compensation, September 2022 was released. Total employer compensation costs for civilian workers averaged $41.86 per hour worked in September 2022. Wages and salaries cost employers $28.88 and accounted for 69.0 percent of total costs, while benefits cost $12.98 and accounted for the remaining 31.0 percent. Total employer compensation costs for state and local government averaged $57.02 per hour worked. Wages and salaries averaged $35.29 per hour worked and represented 61.9 percent of total compensation costs, while benefit costs averaged $21.73 and accounted for the remaining 38.1 percent.

Bureau of Transportation Statistics (DOT)

  • On December 15, September 2022 US Airline Traffic Data was released. U.S. airlines carried 75.1 million systemwide (domestic and international) scheduled service passengers in September 2022, seasonally-adjusted, up 6.3% from August. BTS reported 65.8 million domestic passengers and 9.3 million international passengers on U.S. airlines flights in September. U.S. airline traffic reports are filed monthly with BTS.
  • On December 7, the 2022 3rd Quarter US Airline Financial Data was released. U.S. scheduled passenger airlines reported a third-quarter 2022 after-tax net income of $2.4 billion and a pre-tax operating income of $4.7 billion. One year earlier, in the third quarter of 2021, the airlines reported an after-tax net income of $2.7 billion and a pre-tax operating loss of $187 million.

Census Bureau (DOC)

  • On December 20 it was reported that School Enrollment Rose Slightly in 2021. The enrollment rate at U.S. schools rose slightly between 2020 and 2021, as approximately 1% more people under age 35 enrolled in school, according to data tablesreleased today from the Current Population Survey (CPS).
  • On December 15, the 2021 Annual Survey of Manufactures was released. Statistics showed the value of shipments in the nation’s manufacturing sector increased 16.8% from 2020 to $6.1 trillion in 2021. The total value of shipments for the Petroleum Refineries industry (North American Industry Classification System, NAICS 324110) was $560.0 billion, up 78.2% from 2020. The total value of shipments for the Iron and Steel Mills and Ferroalloy Manufacturing industry (NAICS 331110) was $118.8 billion, a 59.7% increase from 2020. Among states and state equivalents, the value of manufacturing shipments in 2021 ranged from $0.3 billion in the District of Columbia to $652.4 billion in Texas.

Economic Research Service (USDA)

  • On December 22, Consumer Food Spending Changes during the COVID-19 Pandemic was released. As U.S. households shifted away from meals from full-service restaurants, they purchased more food and beverages at grocery stores and other food-at-home (FAH) establishments. Increased FAH spending was driven by higher spending on protein foods, fruits, vegetables, and other FAH (e.g., desserts, prepared meals and salads). However, these increases were uneven across food categories and subpopulations. The largest increases in the FAH share between 2016–19 and 2020 were among single households without children, non-Hispanic Asian households, and in the Northeast. The largest decreases in the food-away-from-home (FAFH) share were among non-Hispanic Asian households and in the Northeast.
  • On December 7, Access to Farmland by Beginning and Socially Disadvantaged Farmers: Issues and Opportunities was released. The percentage of SDA and beginning farming operations is negatively correlated with average lease size. The percentage of SDA operations is also negatively correlated with the percentage of cropland acreage. However, the percentage of rented farmland is positively correlated with the percentage of SDA and beginning farming operations. The percentage of SDA operations was positively correlated with the percentage of successful applications to the Farm Service Agency’s (FSA) Direct and Guaranteed Loan Programs. When defining SDA operations to include race, ethnicity, and gender (REG), these are positively correlated with Conservation Reserve Program (CRP) acreage. However, the percentage of SDA-REG and beginning operations were negatively correlated with per-acre crop insurance premiums by county.

Energy Information Administration (DOE)

  • On December 21, the 2018 Commercial Buildings Energy Consumption Survey (CBECS) was released. Nearly one-third of the energy consumed in commercial buildings in 2018 was used for space heating. Commercial buildings consumed 6.8 quadrillion British thermal units (quads) of energy in total, and 2.2 quads were used for space heating. Space heating was the main end use for all fuels except electricity, making up at least two-thirds of end-use consumption for natural gas, fuel oil, and district heat, but only 6% of electricity consumption.

 National Agricultural Statistics Service (USDA)

  • On December 23, the Quarterly Hog and Pigs Inventory – December 1 was released. There were 73.1 million hogs and pigs on U.S. farms, down 2% from December 2021 and down 1% from Sept. 1, 2022.
  • On December 15, the results of the 2021 Organic Survey were released. The survey showed total sales of $11.2 billion in organic products, an increase of $1.28 billion, or 13%, from 2019. There were 17,445 certified organic farms, a 5% increase from 2019. California continued to lead the nation in certified organic sales with $3.55 billion, which is 32% of the U.S. total. It also led all states with 3,061 certified farms and 813,710 certified acres. Washington ($1.14 billion), Pennsylvania ($1.09 billion), Texas ($572 million), and Oregon ($386 million) round out the top five states for value of organic sales.

National Center for Education Statistics (IES)

  • On December 19, the 2021-22 Common Core of Data (CCD) Universe Files were released. These files are the product of the CCD data collection for the 2021–22 school year. Data are reported at state, district, and school levels and include staff counts by professional category, as well as student membership disaggregated by grade, race/ethnicity, and sex. Also included are school-level counts of students eligible for free and reduced-price lunch. Along with the data files, four web tables summarizing select CCD data elements including the number and status of schools and local education agencies, as well as several CCD indicators by state, are also available.

National Center for Health Statistics (CDC)

National Center for Science and Engineering Statistics (NSF)

  • On December 28, a new analysis of the 2020 Annual Business Survey showed that of the estimated 4.9 million for-profit companies with at least one employee, a quarter (25%) introduced an innovation during 2017–19. Eleven percent of these for-profit companies introduced one or more product innovations, and 22% introduced one or more business process innovations.
  • On December 14, data tables from the Annual Business Survey: 2021 were released. The ABS is the primary source of data on research and development of for-profit, nonfarm businesses with one to nine employees operating in the 50 U.S. states and the District of Columbia. The ABS also collects data on innovation, technology, intellectual property, and business owner characteristics of businesses of all sizes. The ABS is designed to incorporate new content each survey year based on topics of relevance. The 2021 ABS is the fourth year of the ABS.

Statistics of Income Division (IRS)

  • In December, data tables for Heavy Highway Vehicles Use Tax Return were released. These tables who the number of electronically filed Form 2290 (Heavy Highway Vehicles Use Tax Return) by month at the National level for years 2014 to 2022.
  • In December, the Calendar Year Return Projections for the US and IRS Campuses, 2022 was released. IRS Publication 6186 contains multi-year projections of the number of tax returns to be filed with the IRS by the calendar year of filing. The publication includes detailed projections by approximately 50 different individual, business, and tax-exempt return types, such as Form 1040, Form 1120, Form 941, and Form 990. There is also additional detail by medium of filing (paper versus electronic) and by IRS processing campus location.
