COPAFS News

New Chief Statistician Announced: Karin Orvis
The Office of Management and Budget is naming Karin Orvis as its chief statistician and branch chief for statistical and science policy at OMB’s Office of Information and Regulatory Affairs. OMB hasn’t had a permanent official to lead these efforts in more than two years.

Orvis, prior to joining OMB, served as the director of the Defense Suicide Prevention Office, which leads suicide prevention programs across the Defense Department.

Orvis said she’s “committed to ensuring the quality, integrity, and objectivity of federal statistics and information used in decision-making across the public and private sectors.”

2022 ICPSR Summer Program: Stats and Methods Courses
Registration is now open for the 2022 ICPSR Summer Program in Quantitative Methods of Social Research. Founded in 1963, the ICPSR Summer Program offers rigorous, hands-on training in statistics, quantitative and qualitative methods, and data analysis for students, faculty, and researchers of all skill levels and backgrounds. All 2022 courses will be offered in a hybrid format, and participants can choose to attend either in-person or online. For more information, visit ICPSR or contact sumprog@icpsr.umich.edu.

Letter for Labor-HSS Appropriations requesting DMI Funding
On April 27, COPAFS signed on to a letter to Chair Murray, Ranking Member Blunt, Chair DeLauro, and Ranking Member Cole of the Senate and House Labor-HSS Appropriations Committee which asks for the Committee to appropriate at least $250 million for the Data Modernization Initiative (DMI) at the Centers for Disease Control and Prevention (CDC). The DMI—which began before the COVID-19 pandemic—is a commitment to build the world-class data infrastructure and workforce that are ready for the next public health emergency.

The 2022 FCSM Research and Policy Conference has been scheduled for October 25-27, 2022. FCSM is now accepting abstracts for the conference. The submission deadline is May 16. Agency Releases

Bureau of Economic Analysis (DOC)

  • On April 29, Personal Income and Outlays, March 2022 was released. Personal income increased $107.2 billion (0.5 percent) in March, according to estimates released today by the Bureau of Economic Analysis. Disposable personal income (DPI) increased $89.7 billion (0.5 percent) and personal consumption expenditures (PCE) increased $185.0 billion (1.1 percent).
  • On April 5, US International Trade in Goods and Services, February 2022 was released. The goods and services deficit was $89.2 billion in February, down less than $0.1 billion from $89.2 billion in January, revised.

Bureau of Justice Statistics (DOJ)

  • On April 26, Trends and Patterns in Firearm Violence, 1993-2018 was released. The firearm homicide rate decreased 41% overall from 1993 to 2018 (from 8.4 to 5.0 homicides per 100,000 persons age 12 or older), reaching a low of 4.0 per 100,000 in 2014 before rising to 5.0 per 100,000 in 2018. The rate of nonfatal firearm violence for persons age 12 or older declined 76% from 1993 to 2018, dropping from 7.3 to 1.7 victimizations per 1,000, and ranging from 1.1 to 1.8 per 1,000 from 2014 to 2018.
  • On April 13, Mortality in a Multi-State Cohort of Former State Prisoners, 2010-2015 was released. The report explores the role that race/Hispanic origin, other demographic characteristics, and custodial/criminal history factors have on post-release mortality, including on the timing of deaths. It also assesses whether conditional release to community supervision or reimprisonment may explain the higher post-release mortality found among non-Hispanic whites. In the second part of the analysis, the report estimates standardized mortality ratios by sex, age group, and race/Hispanic origin using the U.S. general population as a reference.

Bureau of Labor Statistics (DOL)

  • On April 29, the Employment Cost Index – March 2022 was released. Compensation costs for civilian workers increased 1.4 percent, seasonally adjusted, for the 3-month period ending in March 2022. Wages and salaries increased 1.2 percent and benefit costs increased 1.8 percent from December 2021.
  • On April 27, Business Employment Dynamics – Third Quarter 2021 was released. From June 2021 to September 2021, gross job gains from opening and expanding private-sector establishments were 8.8 million, an increase of 654,000 jobs from the previous quarter. Over this period, gross job losses from closing and contracting private-sector establishments were 7.5 million, an increase of 234,000 jobs from the previous quarter. The difference between the number of gross job gains and the number of gross job losses yielded a net employment gain of 1.3 million jobs in the private sector during the third quarter of 2021.

Bureau of Transportation Statistics (DOT)

  • On April 28, the Air Travel Consumer Report, February 2022 was released. In February, the COVID-19 pandemic continued to result in significant changes to airline schedules and operations. The 496,531 flights operated in February 2022 were 87.9% of the 564,614 flights operated in pre-pandemic February 2019. Operated flights in February 2022 were up 50.5% year-over-year from the 329,969 flights operated in February 2021 and down 6.0% month-over-month from the 528,070 flights operated in January 2022.
  • On April 20, North American Transborder Freight, February 2022 was released. Freight shipped across the U.S. borders with Canada and Mexico by all modes of transportation was valued at $112.5 billion in February 2022, down 1.1% from January 2022 ($113.7B) but up 17.3% from February 2021 ($95.86B) and up 17.2% from pre-pandemic February 2020 ($95.95B).

Census Bureau (DOC)

  • On April 27, it was announced that the Demographic Profile and the Demographic and Housing Characteristics File (DHC) will be released in May 2023. The Detailed Demographic and Housing Characteristics File will be released as three separate products with the first product scheduled for release in August 2023 and the schedules for the remaining products still being determined.
  • On April 11, the My Community Explorer Tool was launched. MCE is an interactive map-based tool that highlights demographic and socioeconomic data that measure inequality and can help inform data-based solutions. This tool is designed to help users identify underserved communities as directed by the President’s Executive Order 13985 on Diversity, Equity, Inclusion and Accessibility in the Federal Workforce

Economic Research Service (USDA)

  • In April, Quantifying Consumer Welfare Impacts of Higher Meat Prices During the COVID-19 Pandemic was released. The average retail price paid for meat increased 6.9 percent on a dollars-per-pound basis in 2020 over 2019. Beef prices increased the most at 8.9 percent, with pork, poultry, and other meats (mainly lamb and mutton) increasing by 5.7 percent, 4.9 percent, and 5.3 percent, respectively. Households increased their average purchases of meat for at-home consumption by 7.2 percent on a quantity basis in 2020 over 2019.

Energy Information Administration (DOE)

  • On April 29, Energy Flow Data for 2021 was released. This publication includes total energy production, consumption, stocks, and trade; energy prices; overviews of petroleum, natural gas, coal, electricity, nuclear energy, renewable energy, and carbon dioxide emissions; and data unit conversions values.

U.S. Energy Flow 2021

  • On April 22, the State Energy Data System (SEDS) was updated with 2020 data. Some of the estimates are still in progress. The full set of estimates for the 2020 data cycle will be released on June 24, 2022 .

National Agricultural Statistics Service (USDA)

  • On April 28, Local Food Marketing Practices was released. Over 147,000 U.S. farms produced and sold food locally through direct marketing practices, resulting in $9.0 billion in revenue in 2020, according to the Local Food Marketing Practices data. The data covers both fresh and value-added foods, such as meat and cheese. The more than 40,000 farms that sold food directly to institutions and intermediates brought in the most revenue at $4.1 billion; this was followed by operations with direct-to-consumer sales, such as on-farm stores and farmers markets, at $2.9 billion. Sales directly to retailers accounted for $1.9 billion from more than 24,000 operations nationwide.

National Center for Education Statistics (DOEd)

  • On April 26, Use of Supports among Students with Disabilities and Special Needs in College was released. This Data Point uses data from the High School Longitudinal Study of 2009 (HSLS:09), a national study of more than 23,000 ninth-graders in 2009. Students answered surveys between 2009 and 2016. This Data Point investigates whether students informed colleges of their disabilities or special needs and who received accommodations for them. It also describes whether students used academic support services, sought help, or enrolled in remedial courses during college.
  • On April 6, the 2019 National Indian Education Study Data Companion was released. The National Indian Education Study (NIES) is a special study funded by the Office of Indian Education (OIE). The study includes oversampling of American Indian / Alaska Native (AI/AN) students in public schools and Bureau of Indian Education (BIE) Schools. The study design includes students taking the 2019 National Assessment of Educational Progress (NAEP) operational assessment followed by a short survey questionnaire specific to AI/AN students about the role of AI/AN culture in students’ lives and school experiences.

National Center for Health Statistics (CDC)

National Center for Science and Engineering Statistics (NSF)

  • On April 20, The Geography of Self-Reported Innovation was released. Based on the 2017 Annual Business Survey, the analysis provides a baseline for assessing efforts to actively seed and nurture innovation clusters throughout the country, identifying areas that are exceeding expectations and others that may be falling behind. Because the concentration of innovation-intensive industry varies across the country, a relative innovation rate that controls for the innovation rate expected from a region’s industrial structure is provided. The analysis is descriptive and does not examine possible explanations of differences in regional innovation rates.
  • On April 5, Assessing the Impact of COVID-19 on Science, Engineering, and Health Graduate Enrollment was released. After 3 years of relative stability, full-time enrollment of temporary visa holders in SEH master’s programs declined. First-time, full-time temporary visa holder enrollment was much lower in 2020 than 2019, with just over 25,000 fewer master’s students and almost 6,000 fewer doctoral students starting in 2020 than in 2019.

Statistics of Income Division (IRS)

  • In April, Unrelated Business Income Tax Statistics were released. Because tax-exempt organizations generally operate for charitable or other beneficial purposes, most income that they receive is exempt from tax under the Internal Revenue Code. Tax-exempt organizations are permitted to engage in income-producing activities that are considered to be unrelated to their exempt purposes. However, income from these activities may be taxable. This study measures income, deductions, and tax imposed on tax-exempt corporate and trust entities’ unrelated business income. Data are compiled from Form 990-T, Exempt Organization Business Income Tax Return.
