COPAFS, along with 4 other organizations, sent a letter to the House Oversight and Accountability Committee opposing H.R. 7109 (Equal Representation Act). This bill proposed adding citizenship and immigration status questions to the decennial census, bypassing the Census Bureau’s objective, robust review process. Further, the bill would exclude noncitizens from the number of persons used to determine apportionment. Taken together, the bill’s major provisions could potentially undermine participation in the decennial census and, therefore, ultimately diminish the quality and utility of decennial census data.
